Part I — Situation overview
On 16 July 2026 the Danube’s water level at Baja sank below every value ever measured: the gauge showed 25-26 centimetres in the morning, ebbing to 24 centimetres by the afternoon — the previous historic low was 27 centimetres, in October 2018. The record is not one point’s alone: at Mohács the river fell 37 centimetres below the lowest level to date, at Dunaszekcső too a negative record fell, Dunaföldvár equalled its previous low, and at Budapest, at 39 centimetres, the river was just 6 centimetres from the minimum ever measured. According to the map of the National Water Directorate General, practically no drought-free area is left in the country, and almost the whole of the Great Plain is territory struck by extreme drought. The low water level already affects shipping and riverside tourism, and the cooling water of the Paks Nuclear Power Plant can be managed only with a special permit — with discharge above the temperature limit, accompanied by oxygen enrichment.
Alongside the hydrological crisis came a governance lesson. László Gajdos, the minister responsible for the living environment, said in an interview: “we simply cannot find” the previous government’s 40-billion-forint plan drawn up for the restoration of Lake Velence — the ministry has commissioned an expert team to re-survey the options. That an investment plan of a scale of tens of billions, prepared from public money, is undocumented is a transparency matter in itself: if a plan can vanish without trace, that is not individual negligence but the institutional absence of plan documentation. The agricultural sector is meanwhile living the economic phase of the drought: the price of hay has doubled, feed makes up some 70 per cent of the production cost of milk, and the market price of raw milk currently does not cover the cost of producing it — producers are being forced to reduce their herds.
MIAK’s reading: the drought is not a “green topic” but a foundational question of the budget, of food and of energy security — and this week has shown that the institutional and transparency system of water management is at least as dry as the riverbeds.
Part II — Literature foundation
Before turning to MIAK’s proposals, it is worth fixing the interpretive frame. According to the climate-economics report of Nicholas Stern (British economist, former chief economist of the World Bank), the Stern Review, the benefits of early, decisive action considerably exceed its costs — postponing adaptation is not a saving but the rescheduling of the damage into the future, with interest. Governing the Commons by Elinor Ostrom (American political scientist and economist, Nobel memorial laureate) analyses the self-governing institutions of the governance of common water stocks that have worked for centuries — for example the Spanish huerta irrigation communities: the system of local rule-making, of farmers watching one another and of graduated sanctions proved workable even in times of drought. And Warming the World by William Nordhaus (American economist, Nobel memorial laureate) provides the methodology of integrated climate-economic modelling: climate damage and the policy response can be weighed in a single numerical frame — this is the missing instrument of Hungarian drought-damage quantification. Part III — MIAK’s concrete proposal
MIAK proposes a National Water Resilience Programme of three measurable measures.
3.1 A real-time, public water-stock data platform (within 12 months)
The water administration should make the stock data of rivers, lakes and groundwater available on a single public, machine-readable platform, together with the drought-monitoring indicators and the aggregate data of water-abstraction permits. The measurement data exist today too, but scattered and hard to compare — the present records too were pieced together, gauge by gauge, by journalistic work. The public data platform is the water-management module of the MG2 agricultural data platform and the measurable-goals principle of K1: what is not visible does not get decided on in time. The platform also supplies the common factual base of measures 3.2 and 3.3.
3.2 An Ostrom-type framework of irrigation communities and drought-damage-based development (pilots by 2027)
The government should organise irrigation development not exclusively as central large-scale investment but built on the self-governing communities of local water users: within the community resource-management framework under programme point MG5, with pilot projects per river basin. The essence of the Ostrom pattern (see 6.4.2) is that farmers sharing scarce water under enforceable rules of their own making cheat less and monitor more cheaply than any external authority — in times of drought this is not romanticism but cost-effectiveness. The allocation of development funds must be tied to the drought-damage data of the platform under 3.1, while the climate-economic model under K9 (see 6.4.3) quantifies where the investment pays off most.
3.3 Version-controlled, public plan documentation for every water investment above 10 billion (immediately)
Every water-investment plan above 10 billion forints — including rescue plans like the Lake Velence one — should go into a public, version-controlled document repository: who prepared it, when, in what versions, and what decision was taken on it. The “vanished plan” phenomenon thereby becomes structurally impossible. This is the extension of the logic of the A1 public-funds dashboard to planning documents, and the administrative precondition of the Sternian principle of early action (see 6.4.1): one cannot act in time on the basis of a plan that does not exist.
The common principle of the three proposals is that the first step in handling the water crisis is not concrete but information: without public data, local institutions and retrievable plans, even the largest irrigation investment is built blind — and the lesson of the literature is that early, data-based adaptation is the cheapest water investment.
Part IV — Expected effects and risks

The main dilemma stretches between short-term firefighting and long-term resilience: political incentives pull towards spectacular emergency measures, while by the Sternian logic the return lies in the quiet, years-long work of adaptation. The proposal works if the emergency and the structural budget lines are separated, and both are publicly trackable.
Part V — Measurability and summary
5.1 What is worth tracking? (proposed KPIs)
MIAK proposes tracking four key performance indicators (KPIs):
- Data platform: the public water-stock data platform going live within 12 months; coverage: rivers, lakes, groundwater, water-abstraction permits.
- Irrigation communities: the formation of at least 5 river-basin-level pilot communities by the end of 2027, with working local rules.
- Plan documentation: 100 per cent of water plans above 10 billion in the public plan repository; the Lake Velence plan turning up or being redrawn by mid-2027.
- Drought-damage measurement: first publication of the official, methodologically fixed quantification of annual drought damage (within the frame of the climate-economic model).
5.2 Summary
MIAK asks the government to close the week of the record-low Danube not with emergency communication but as the beginning of the institutional rebuilding of water management: public water data, local irrigation communities, retrievable plans. The disappearance of the 40-billion plan is a symptom of the old way of working; the answer is not the search for a culprit but a system in which a plan can no longer disappear.
Two MIAK foundational values are at stake in the case. Data-drivenness is the backbone of the programme: defence against drought begins with measuring precisely and publicly how much water we have and where. And transparency here is not an abstract requirement but a matter of operational safety — undocumented planning demonstrably causes concrete damage that can be priced in forints.
Part VI — Justifications and further sources
6.1 The press framing by spectrum
The left-liberal band chose the visual-dramatic framing of the crisis: 444.hu, under the headline “the Danube is draining away before our eyes, the whole of Hungary is drying out”, presented the negative records gauge by gauge, while Telex highlighted the governance thread of the Gajdos interview — the vanished Lake Velence plan and the Paks cooling-water compromise. The public-affairs band (24.hu) carried the Baja low and the national drought map in a fact-reporting, scientific frame, with a separate analysis on the decades-long neglect of the water shortage.
The economic band (Portfolio) processed the price-transmission side of the crisis: alongside the record water level, the cost crisis of the dairy sector (doubled hay price, purchase price below production cost) and the losses of Danube tourism — there the topic is thus not an environmental but a sectoral-economic story. From the pro-government-conservative band, Mandiner connected via the frame of concern for Lake Balaton (“if we are not careful, it may share the fate of Lake Velence”), which is a noteworthy convergence: the deterioration of lake ecology is a governance-failure story in the conservative reading too. Magyar Nemzet did not rank the topic among its highlighted themes that day. This rare alignment of the spectrum — everyone frames it as a crisis, only with different stakes — favours, in MIAK’s assessment, a party-neutral, institutional response.
6.2 Facts and data

6.4 Literature in detail
6.4.1 Nicholas Stern: The Stern Review
The report, commissioned by the British government and published in 2006, is the foundational work of the economics of climate change. Its central thesis, verbatim: “the benefits of strong, early action considerably outweigh the costs”, while inaction may cause disruptions comparable to the great wars and the economic crisis of the first half of the 20th century. Stern stresses separately: adaptation — building resilience with better information, planning and more resistant infrastructure — is unavoidable, because the warming of the coming decades can no longer be prevented. Translated to the Hungarian drought crisis: the water-resilience programme is not a cost but the best-returning investment — every postponed year shows up on the damage-relief side, at a higher price.

6.4.2 Elinor Ostrom: Governing the Commons
Through empirical case studies — Spanish huerta irrigation communities, Swiss alpine pastures, Philippine irrigation systems — Ostrom showed that for governing common resources there is a third way besides the market and the state: the self-governing institutions of the users. Drought is the sharpest test: in the Spanish huertas, stealing water in a drought could have saved an entire harvest, yet rule-following remained durably high, because monitoring was done by the farmers themselves, watching one another, with graduated sanctions. For Hungarian irrigation development this means: the allocation of scarce water can be supervised most cheaply not by a central office but by a well-designed local institution — the state’s job is to provide the legal framework, the measurement and the conflict resolution.

6.4.3 William Nordhaus: Warming the World
Nordhaus and his co-author, Joseph Boyer, model climate and the economy in a single integrated assessment framework in the DICE and RICE model families: emission paths, damages and the costs of policy interventions can thus be weighed in a common unit. The essence of the methodology is decision support: it does not say what must be done, but makes visible how much each intervention is worth. MIAK’s climate-economic model proposal is its Hungarian adaptation — without the sectoral quantification of drought damage, the allocation of water funds remains a political bargain; with quantification it becomes a rankable investment question.

6.5 International comparison
The European casebook of drought management vindicates all three elements of the Hungarian programme. In Spain, the centuries-old irrigation communities (comunidades de regantes) are today water-management actors recognised in law, with their own water tribunals — the institutions described by Ostrom live on in a modern legal frame. In the Netherlands, water planning proceeds in a multi-year, public document hierarchy (Delta Programme), every annual revision of which is retrievable — the “vanished plan” phenomenon is structurally excluded. At EU level, the European Drought Observatory and the satellite services of Copernicus provide a free, public data base onto which the Hungarian water-stock data platform can build directly. The lesson: none of the elements is an experimental idea — all three are working European practice; the task is adaptation.
