Part I — Situation overview
The toll of the late-June European heatwave is graver than could be sensed during the heat itself: EuroMOMO — the network aggregating the mortality data of 27 countries, supported by the European Centre for Disease Prevention and Control (ECDC) and the World Health Organization (WHO) — registered a total of 10,650 excess deaths between 22 and 28 June. According to the estimate the decisive part of the excess mortality, more than 9,000 cases, occurred among those over 65, and according to the researchers the heatwave is attributable almost entirely to human-caused climate change. Lasse Vestergaard, chief physician of the Danish public-health institute coordinating EuroMOMO, told Reuters that it is unusual to measure such excess mortality at this time of year — over the previous eight weeks the mortality of these same 27 countries had been five hundred a week below the usual.
The heat has not passed: according to Portfolio’s report, in France 26 million people were affected by the highest-degree, red heat alert, and by mid-July the situation escalated further — according to 444.hu’s report, with peaks of 37–41 degrees in 37 departments, while in the forest of Fontainebleau, seventy kilometres from Paris, a forest fire raged so large that for the first time firefighting aircraft had to be directed from the southern part of the country to the vicinity of the capital. At home the trace of the extremely dry first half-year and the persistent lack of precipitation shows on the rivers too: the bed of the Danube at the Kisoroszi Szigetcsúcs dried out completely in places, the shoreline widened by a metre and a half; according to the measurement of the National Hydrological Forecasting Service, the water level at Nagymaros sank to minus 21 centimetres by early July. On the Tisza the gauges of the National Water Directorate showed values of around minus 340 centimetres — 24.hu, however, correctly noted that this does not mean the drying-out of the bed but the water level below the fixed zero point.
By MIAK’s reading, this daily flood of news draws out a single, measurable public-health and economic risk: heatwave mortality and drought are not “weather”, but a year-on-year recurring, quantifiable burden, the weight of which today is borne overwhelmingly by the elderly, the sick and agriculture. The stake is not the distant emission target, but the adaptation missing here and now.
Part II — Literature foundation
The scientific frame of the topic comes together in three works. Nicholas Stern, former chief economist of the British government, in his report The Stern Review (2007), called climate change “the greatest market failure”, and already then calculated that the 35,000 dead and 15-billion-dollar agricultural loss of the 2003 European heatwave could become an ordinary feature of summers by mid-century — this is the direct basis of the “act now or much more expensively later” cost dilemma. William Nordhaus, the 2018 economics Nobel-memorial-laureate pioneer of climate economics, in his work Warming the World (2000) developed the damage-function frame that converts the health, agricultural and water-management damage of a temperature rise into a quantified GDP effect — this is the basis of the domestic DICE-HUNGARY model. And the WHO’s European Health Report 2024 records the public-health side: in 2022 more than 61,000 heat deaths were estimated across 35 European countries, with exposure growing fastest precisely in the most vulnerable groups — infants and the elderly. Part III — MIAK’s concrete proposal
MIAK proposes three mutually reinforcing and measurable adaptation measures, each with a concrete time frame and responsible institutional circle.
3.1 A national heat-alert protocol and cooling of public institutions (for the 2026 summer season, immediately)
The most urgent intervention is pushing back heat excess mortality. MIAK proposes a unified, nationally mandatory heat-alert protocol which operates a three-degree alert system tied to the thresholds of the National Meteorological Service (OMSZ), and assigns to each degree a pre-fixed, mandatory package of measures. The core of the package: making public institutions — primarily schools, hospitals, nurseries and care homes — coolable (shading, heat-pump cooling, designation of cooled community shelters), as well as targeted, telephone and home-care warnings for residents over 65 living alone on the most dangerous days. Since more than 9,000 cases of the June mortality affected precisely the elderly age group, the protocol achieves the greatest saving by protecting this group. The cooling modernisation builds on the K6 (building energy efficiency) and K3 (pollution and environmental monitoring) programme points, while on the public-health side the E4 prevention data programme identifies the highest-risk regions. The WHO’s data (see 6.4.3) make it clear: the overwhelming part of heat death is preventable.
3.2 Water retention and a community drought protocol (within 12 months)
The drying-out bed of the Danube and Tisza is not a problem in itself, but a symptom of the breakdown of the water balance. MIAK places the emphasis on retaining water instead of fast run-off: it proposes the community-self-governed management of small watercourses, reservoirs and inland-water channels, described by the water-catchment channel of the MG5 (community resource management) programme point. Part of this is a pre-fixed drought protocol: the rules of water distribution, the priority order (drinking water, then irrigation, then industrial use) and the thresholds of gradual restriction are decided not in the heat of the crisis but in advance, on a data basis. The backbone of the system is real-time, public water-level and soil-moisture monitoring (K3), which makes the measurements of the National Water Directorate accessible to everyone. As Stern argues (see 6.4.1), the damage from extreme weather grows quickly with warming — water retention is cheap prevention against expensive damage control.
3.3 A drought-tolerant agricultural programme and climate-economic damage estimation (within 24 months)
The third pillar targets the adaptive capacity of agriculture. MIAK proposes the spread of drought-tolerant varieties and water-saving, data-driven farming within the precision agriculture programme (MG1): soil-moisture sensors, satellite crop monitoring and targeted irrigation for the most efficient use of the scarce water resource. A decision-support basis for this is provided by the domestic integrated climate-economic model, DICE-HUNGARY (K9): the Hungarian adaptation of the Nordhaus DICE (Dynamic Integrated Climate-Economy) model family estimates the GDP effect of climate change by sector — including agricultural drought damage and heat burden — so that the decision-maker knows where it is worth directing the limited resource. The model’s damage-estimation logic (see 6.4.2) makes the burden of heat death, drought damage and water-management cost comparable.
These three proposals are bound together by a single principle: climate adaptation is data-driven risk management, not an ideological question. The heat alert, water retention and the drought-tolerant agricultural programme follow the same logic that the measurable climate targets (K1) fix: a pre-fixed rule, public data, an answerable deadline — not “someday”, but scheduled and measurably.

The proposal package tips to the risk side if the investment is distributed unequally: the cooled public institution and the water-retention capacity easily concentrate in the better-off, resource-stronger municipalities, while the aged small villages most exposed to climate risk are left behind. The protocols must therefore expressly contain risk-proportionate resource allocation — with priority for the most endangered regions (the southern-Great-Plain drought zone, the heat-island-forming districts of large cities). The system works if the data is public, the rule is pre-fixed, and responsibility is answerable; if any of these is missing, the protocol stays on paper.
Part V — Measurability and summary
5.1 What is worth tracking? (proposed KPIs)
The success of the proposal package is shown by a few concrete, proposed key performance indicators (KPIs) on a 6–24-month horizon — these are proposals, not government decisions, but it is worth tracking them:
- Summer heat excess mortality: the summer excess-mortality peak of the KSH and EuroMOMO moves onto a declining path (starting point: the June 2026 European episode).
- Share of coolable public institutions: the coolable (or cooled-shelter-equipped) share of schools, hospitals and care homes should reach 80% by 2028.
- Water-retention capacity and monitoring coverage: the number of real-time, public water-level and soil-moisture measuring points, and the quantity of retained water, grows year on year.
- Drought resilience in agriculture: the share of land cultivated with drought-tolerant seed, or with precision, water-saving technology, rises; the extent of drought damage falls.
5.2 Summary
MIAK’s request is simple and concrete: climate adaptation should not be a distant 2050 target, but an action programme scheduled for the coming summer. From the decision-maker it asks for a unified heat-alert protocol, the making-coolable of public institutions and a pre-fixed drought protocol; and from the public it asks that it treat climate risk not as a political but as a public-health and economic question. The proposal mobilises two MIAK foundational values above all: data-drivenness, because every step is tied to a measurable threshold, public data and an answerable deadline (not to mood), and ideology-free policy, because heat death and drought damage are fact, not a worldview stance — the response to them must also be risk management, not symbolic politics. This is precisely why the proposal package is given measurable indicators: so that in a year’s time the yardstick is the result, not the intention.
Part VI — Justifications and further sources
6.1 The press framing by spectrum
The left-liberal band placed the scientific mortality figure at the centre: Telex and HVG both focused on the EuroMOMO estimate (more than ten thousand excess deaths) and the attribution to human-caused climate change, highlighting the vulnerability of the 65+ age group. 444.hu chose a more dramatic, visual frame: it highlighted the forest fire near Fontainebleau and the third wave of the French heatwave series. Népszava (headline-level reference only) used the most apocalyptic framing, stressing glacier melt and the “Last Judgement”.
The public-affairs band, by contrast, struck a sobering note: 24.hu expressly argued against over-dramatisation (“apocalyptic images are not to be seen”), and clarified that the Tisza’s minus water level means a value below the gauge’s zero point, not the drying-out of the bed — this factual, conceptual clarification chimes with MIAK’s data-driven approach.
The economic band (Portfolio) brought both the domestic and the international thread: it foregrounded the drying-out of the Danube at Kisoroszi and the political-economic dimension of the French red alert (26 million affected, Macron’s statement).
The conservative band (Magyar Nemzet, Mandiner) did not raise heatwave mortality and the domestic drought into top focus on this day — climate adaptation thus remained in this band without substantive framing, which is itself telling about the political handling of the topic.

6.3 Policy dimensions
- Environment and climate (programme points) — the gravitational centre of the topic: measurable climate targets, water-management monitoring and the domestic climate-economic model provide the frame of adaptation;
- Healthcare (programme points) — heat death is a public-health risk: the prevention data programme and green healthcare link the topic to the care system;
- Agriculture (programme points) — drought directly strikes production and the water resource: precision farming and community water management provide the tools of adaptation.
6.4 Literature in detail
6.4.1 Nicholas Stern: The Stern Review
Stern’s report translated the economic logic of climate change into the language of the decision-maker: it estimated the global cost of action at some 1% of world GDP, and the damage of inaction at a multiple of it. On the risk of heatwaves it published a concrete calculation:
“Heat waves like that experienced in 2003 in Europe, when 35,000 people died and agricultural losses reached $15 billion, will be commonplace by the middle of the century.”
He added that heatwave risk is gravest in cities, where the heat-island effect further strengthens the temperature. For the domestic drought and the June excess mortality this means: adaptation (heat alert, water retention) is not a bargaining position, but basic, cheap risk management against damage that later grows many times over.

6.4.2 William Nordhaus: Warming the World
With the RICE/DICE model family, Nordhaus created the frame that converts a temperature rise into economic damage — a GDP loss estimable as a function of emissions. The model builds the damage function up expressly by sector, treating agriculture and human health separately:
“Potential impacts on human health are one of the major concerns about global warming.”
The book stresses that, alongside agriculture and sea level, it is precisely health that is one of the hardest-to-quantify yet decisive damage areas. For the Hungarian drought and heat burden this is the justification of DICE-HUNGARY (K9): the model makes the health, agricultural and water-management damage comparable, so that the limited adaptation resource goes where it prevents the greatest damage.

6.4.3 WHO: European Health Report 2024
The WHO report records the public-health balance of the heat, and at the same time warns of the growing exposure of the most vulnerable groups:
“In 2022 more than 61 000 heat-related deaths were estimated to have occurred in 35 Member States.”
The report highlights that the exposure of the vulnerable groups exposed to heatwaves — infants and the elderly — has grown significantly over decades, and that heat death is largely preventable. The June 10,650 European excess deaths (predominantly in the 65+ age group) repeat precisely this pattern — this is the direct public-health justification of MIAK’s heat-alert protocol (3.1): protection should be targeted at the elderly, single-living population.

6.5 International comparison
The heat alert is nothing new: after the 2003 catastrophe, cited by Stern too, France introduced the graded national heat plan named Plan Canicule, ranging from a register of the elderly to the opening of cooled community rooms — the present 26-million red alert is precisely the live operation of this system. In water retention, Spanish and Dutch practice is also instructive: the centuries-old community irrigation order of the Valencian huerta (one of the international models of the MG5 programme point) shows that a pre-fixed, community water-distribution rule is durably workable even in drought. In climate-economic modelling, the US government’s carbon-price estimate (Social Cost of Carbon) and the German UBA’s national model provide the precedent of DICE-HUNGARY.
